http://www.bcs.org/BCS/ ISEB (The Information Systems Examination Board, the examination arm of the British Computer Society). Responsible for the syllabus, setting of exam dates, etc. of the ISEB exams in Software Testing and other subject areas (Project Management, IT Service management, etc).
http://www.bcs.org/iseb Sticky Minds is a wonderful source of articles, and news items. Some of the test consultants referred to on the e-testing list of web links regularly write short articles available on this site. There are useful search-by-category facilities.
